Canada’s housing challenge is no longer a question of if we need to build differently… It’s a question of how fast we can shift to methods that actually deliver.
On February 4, 2026, Build Canada Homes took an important step in that direction by launching a “Request for Information” (RFI) focused on Modern Methods of Construction (MMC). This includes:
- Modular
- Panelized
- Prefabricated systems
For builders already operating in factory-built construction, this moment matters.
It signals a move away from pilot conversations and toward execution at scale.
From Housing Pressure to Procurement Action
Canada’s housing supply gap has reached a critical point. Demand continues to outpace delivery, and traditional construction methods alone cannot close that gap fast enough.
Through this Request for Information, Build Canada Homes, under Housing, Infrastructure and Communities Canada, is actively seeking insight from Canadian MMC firms on:
- Production capacity and scalability
- Delivery models and timelines
- Business and partnership structures
- How factory-built systems can accelerate affordable housing outcomes
Responses will help shape BCH’s future prequalification process, inform procurement strategies, and identify firms capable of delivering housing at scale across Canada. This is a meaningful shift from policy intent to industry engagement.
Why This Matters for Modular Builders
For years, modular and prefabricated construction has been positioned as innovative. This RFI reframes it as necessary infrastructure. BCH is explicitly recognizing that MMC can:
- Shorten build timelines
- Improve cost certainty
- Increase consistency and quality
- Strengthen domestic supply chains
- Enable faster deployment of affordable housing.
“Modern Methods of Construction can transform how we build homes. This makes delivery faster, more cost-effective, and more consistent” – Minister Gregor Robertson
It’s clear. Canada needs builders who are already equipped to deliver these outcomes, not years from now… but now!
Where ROC Modular Fits into this Shift
ROC has long operated within the principles of RFI is calling for:
- Factory-controlled production to reduce schedule risk.
- Repeatable, scalable building systems designed for speed and quality.
- Canadian manufacturing that supports domestic supply chains.
- Flexibility across housing types, from workforce accommodations to community and institutional projects.
The BCH RFI validates what modular builders have been demonstrating on the ground. And that housing delivery improves when construction moves upstream into controlled environments.
A Turning Point for Housing Delivery
Participation in the RFI does not guarantee future work… but it does shape the frameworks that will guide future housing programs, partnerships, and procurement models.
More importantly, it reflects a growing consensus that solving Canada’s housing challenge requires industrialized approaches, not incremental tweaks.
And for modular builders, developers, and public-sector partners alike, this Request for Information marks a turning point. One where Modern Methods of Construction move from the margins into the core of Canada’s housing strategy.
The submission deadline for the Build Canada Homes RFI is March 5, 2026.
