Located at 4831 Steveston Highway in Richmond BC, Harbour House is a thoughtfully designed three-storey modular wood-frame building providing 25 permanent and affordable homes for vulnerable populations. Harbour House offers support services, communal lounges, laundry rooms, ample storage, community gardens, and even a children’s play area — all designed to foster stability and connection.
Led by Buttcon as General Contractor, Tasu Construction as modular site installer, and ROC Modular as the manufacturer, the project was a design-build collaboration. The innovative architectural vision was realized by Boni Maddison Architects, with CPA Development Consultants acting as Owner’s Representative.
Sixty percent of the homes include features aligned with the City of Richmond’s Basic Universal Housing (BUH) standards, ensuring accessibility for residents with varying needs.
In total, 33 factory-built modules were produced at ROC Modular’s state-of-the-art manufacturing facility. This precision off-site construction enabled parallel site work and accelerated timelines. To meet floodplain requirements, the ground floor modules were uniquely designed with a galvanized steel-floor plate system, integrating cold-formed steel joists while maintaining wood-frame construction above.
Funded through the CMHC’s Rapid Housing Initiative and BC Housing’s Women’s Transitional Housing Fund, and developed in partnership with the Turning Point Housing Society, Harbour House represents a bold step forward in addressing housing need.
