On September 14, 2025, Prime Minister Carney announced Build Canada Homes (BCH). This is a new federal agency with a mandate to build affordable housing at scale using modern methods of construction.

  • Funding: An initial $13 billion investment, primarily in financing, bonding support, and loan guarantees to ensure scale and speed.

First Round of Projects

  • Direct-build on federal sites: Six cities (Dartmouth, Longueuil, Ottawa, Toronto, Winnipeg, Edmonton) will see factory-built homes delivered at scale, with capacity for up to 45,000 units.
  • Northern partnerships: Nunavut will see 700+ units of public, affordable, and supporting housing, 30% of which will be off-site factory-built.
  • Homelessness initiative: $1 billion directed toward supportive housing, paired with wraparound services.
  • Rental protection: $1.5 billion to safeguard at-risk rental buildings and keep them affordable.
